Oil stayed flat. The reason is simple. China buys roughly 90 percent of Iran's oil exports. Bessent did not name China in his opening remarks. Xi is expected in Washington next month. Secondary sanctions on a Chinese bank would require ranking Iran above a trade relationship eighteen months in the making. The market read that tradeoff correctly.

Bessent confirmed the first expanded buyback starts September 10, targeting 10- and 20-year Treasuries. He declined to name the funding source. The Treasury General Account holds roughly $940 billion, but $166 billion in tariff refunds owed to importers already have a prior claim on that balance. The headline number is less available than it looks.

The SEC is investigating the timing of the trades that produced Situational Awareness's July losses and the fund's communications with lenders about its leverage.
